Implementation Plan

The hospital has decided to implement a new technology that would allow reducing risks related to misdiagnosis and delays in diagnosis for patients with limited English proficiency. The implementation plan includes three phases.

Pre – implementation phase:

  • The assessment of learners’ needs and defining the objective - using effective communication techniques with patients that will improve the quality and safety of health care;
  • Introducing the technology to a certain number of nurses  in the portable usability laboratory (Jeskey et al., 2011, p. 872);
  • Training a selected group of nurses using teaching methods: readings, instructions, discussion, simulation, role play, video clips (Oermann & Gaberson, 2006, p. 15);
  • Formative and summative evaluation.

Implementation phase(Jeskey et al., 2011, p. 872):

  • Testing  a new communication technology in a portable usability laboratory before wider implementation;
  • Establishing change management experts team to monitor technology effects on nursing practice and patient care;
  • Implementing staff surveys to identify issues and consultative feedback processes to report survey results;
  • Involving front- line nurses and patients in the design of human technology interfaces through their testing lab equipment in a real world setting;
  • Formative and summative evaluation of nurses involved.

Post implementation phase:

  • Reporting survey results and inviting suggestions for changes to the implementation approaches;
  • Defining perspectives and challenges for wider implementation of the technology.

Potential Challenges

  • The required changes in the existing work system may cause some disruptive effect and produce organization resistance (Jeskey et al., 2011, p. 872). The solution is to establish a sense of urgency and create a guiding coalition (Kotter, 1995);
  • Ineffective implementation management can limit a successful adoption of the technology ((Jeskey et al., 2011, p. 864). The solution is to provide clear planning and feedback processes;
  • Technological factors related to technical shortcomings. They can be addressed through involving a strong technical expert’s team.

Evaluation Plan

Evaluation plan implies collecting information to make decisions about learners and program.

Identifying the learning targets (Oermann & Gaberson, 2006, p.5). The objective is the use of effective communication techniques with patients. It focuses on psychomotor learning domain that involves the development of skills and competency through imitation learning, practicing skills, and naturalization (Oermann & Gaberson, 2006, p.16, 23). The Outcome is demonstrating psychomotor and technological skills. The competency is developing knowledge and skills essential for improving the quality and safety of health care.

Evaluation. The major part of nursing learning is formative evaluation because it represents feedback to learners with the goal of improving learning (Oermann & Gaberson, 2006, p. 11). Summative evaluation is scheduled at the end of the learning process. The assessment strategies are observations of performance, small-group activities, and oral presentations. The predominant strategy for evaluating is observing learning nurses.


The first month: training a small group of selected nurses; providing formative evaluation during the learning process and summative evaluation at the end of the month.

Next three months: testing a new technology in a portable usability laboratory; formative evaluation and summative end - of - course evaluation; conducting survey.

The fourth months: reporting survey results and inviting suggestions for changes to the implementation approaches; defining perspectives and challenges for wider implementation of the technology.


As a corollary, the fulfillment of implementation and evaluation plans would allow improving the quality and safety of health care through increased effectiveness of communications with patients. However, it is urgently required to overcome organization resistance, avoid management failures and technological shortcoming through creating a guiding coalition, providing clear planning and feedback, and strong technical support.
