Mitt Romney is a U.S. politician and a businessman who is the nominee of Republican Party for the President of the U.S. in 2012 election. On May 23, 2012 in Washington, D.C., Romney presented his speech on the education and also showed his own plan for reform, which could offer the chance for every youngster. The name of the education speech is “U.S. Chamber Of Commerce Remarks: A Chance For Every Child”. This paper is meant to describe the fundamental points in Romney’s speech. The paper discusses the issues of parental informing concerning the education of their children, administrative financing provided to low income students and minorities and general increasing educational opportunities to children. Mr. Romney’s stance on education is practical, but goes against special interest groups. However, his plan on education reform will provide a chance for every child and give parents the control of their children’s education and future.  Increasing educational opportunities and offerings to our children will strengthen the foundations this country was built around.

The benefits of a good education are numerous and vast. Altering and changing today’s education system will benefit every man, woman and child in America. Improving America’s education system no longer needs to be the American dream, but a reality. Mr. Mitt Romney, the Republican candidate for President, states: “To restore America’s promise, and get Americans working again, we must achieve meaningful reform in our education system (Education).”  Mr. Romney strongly believes that parents and students interests need to come ahead of special interests groups to be able to give every child a chance to succeed.

Low income students who are trapped in bad schools and special needs students will be offered the choice to select a better school that meets their needs. To make this possible the Title I and IDA Funds will need to be made portable and not earmarked towards the student’s home school. These funds will follow the child to whichever school the child and parents select. The federal government and state will be responsible for implementing the portable funds. Districts will not be determining their budgets based on how many students will be attending their schools. Budgets will be based on student attendance and how well the individual school meets the student’s needs. A good education will no longer depend on where you live or your social class.

Parents need to be educated on how their child’s school is nationally and locally ranked, and the report card for each school needs to be easily accessible and straightforward. These report cards will keep the school, district and states responsible for the results. The state will be responsible for implementing the straightforward report cards and obtaining the data, and the districts will be responsible for reaching the parents. In addition, it will make the schools and educators responsible for how they teach and reach each student. Mr. Romney will implement and reform the No Child Left Behind by “emphasizing transparency and responsibility for results.”  

To implement the policies Mr. Romney has designed will largely depend on working closely with the teachers unions. Mr. Romney states, “When your cause in life is preventing parents from having a meaningful choice or children from having a real chance, then you are on the wrong side.  You might even be in the wrong vocation, because good teachers put the interests of children first (Romney, 2012).” Teachers unions need to remember who they are looking out for and the reason that they are teachers. Mr. Romney understands that “the schools are only as strong as its teachers (Education)”, and realizes that to be able to implement policies and have an educational reform he needs to support and have the strength of the teachers as well. Mr. Romney plans to “attract and reward great teachers through increased flexibility and block grants, and eliminate unnecessary certification requirements that discourage new teachers (Education).”

The implementation of Mr. Romney’s education policies and reform must have the support from Democrats, Republicans, teachers unions, and special interests groups in order to succeed. The future of America depends on the education of its youth. It is time to take a step back and re-examine the American dream.

A part of the strategic triangle is one that aims at the public value.  It stresses the importance of pursuing aims that will bring benefits to the public and which addresses the priority of a given population.  In Romney’s speech, he addresses the Latino community in particular since they are not only tax paying citizens, but also they would be instrumental in having Romney elected as president.  In addition, the educational reform that he talks about is precisely about the lack of education among minorities and poor people in general and there are many conflicting views in regards to his approach on education. 

Romney stated in his speech that even though the U.S. is a prosperous nation, millions of children are getting a third world education.  America’s minority children are suffering the most.  He promises to restore the American Educational system and criticizes President Obama’s reforms on “Don’t mend it, just spend it”  approach to education.  Romney also states that accountable spending is more important than just more spending, and he also blamed teachers unions for blocking needed reforms. 

However, education is not a privilege; it is a right and requirement.  Romney dreams of an educational system where he calls for reform, but he actively blames teachers for educational inequalities and the unions because they are the perpetuators of academic failure.  Romney also suggests that achievement gaps can be resolved through school choice by the privatization of public schools. 

Nevertheless, in order to combat educational inequity and inequality is to combat poverty.  We need to offer support to combat these issues, and Romney wants to duplicate a system on a national level that discriminates and offers a system that is neither progressive nor innovative.  Public education needs to have support for its students and educators.  In addition, his suggestion of the privatization of public schools is not genuine because those gaps will guarantee that some children will not have equal access to education.

Romney’s strategic plan is to rehash the Republican education ideas from the past thirty years which would be to subsidize parents who want to send their children to a private or religious school which would encourage the private sector to operate schools.  This would put banks in charge of the federal student loan programs.  He also shows contempt regarding the teachers’ unions.  Moreover, it is hypocritical on his part to use the term “The Civil Rights issue of our era” in order to advance his efforts to privatize public education.

However, when Romney states:  “Too many of our kids are trapped in schools that are failing…”  (Romney, 2012) and when he argues that as president he plans to give parents of low-income students a chance to choose where their child should go to school is a speech that lacks legitimacy and it is not really politically sustainable since school integration is no longer a practical solution.  It is a way to stereotype students by saying that it is necessary for an African American child to sit next to a white child in order to be a good student.  Both black and white policy makers ignore the fact that the issue of racial segregation has disappeared from national politics.  The belief today is that we have accepted the color blind view of the current Supreme Court. 

Moreover, his plan to give students of low-income a chance to study in a better school is both operational and administratively unfeasible.  The reason for which some African Americans don’t live in white suburbs is because they can’t afford it, and it is not a question of race.  Therefore, busing black children out of neighborhoods is politically and operationally unimaginable since it is not practical. (Rothstein & Santow, 2012)

In conclusion, Romney’s plan would encounter practical as well as political difficulties since the federal government would have to pay for the transportation of low-income students to the suburbs.  If it were mandatory for all low-income families to choose schools for their children, the ambitious and educated parents would be the ones who would choose integrated schools with higher achievement as in the case of charter schools.  Romney’s plan does not include the state to give additional resources into urban schools.  Therefore, children left behind in neighborhood schools would be harmed by attending schools that are of a disadvantage.
